Project Narrative

NDFA Social Housing Bundle 3 builds on the successful delivery of Social Housing Bundle 1, using the same PPP delivery model with an evolved brief.

The brief placed greater emphasis on repeated dwelling typologies across sites to improve MMC viability and delivery efficiency. Green Public Procurement directives also targeted lower carbon construction, with tender quality metrics rewarding solutions that exceeded minimum brief targets. Carbon content provisions were applied across apartments, duplexes and dwellings, helping align social housing delivery with wider sustainability objectives.

SHA were lead architect for East Wall Road, Shangan and Ardrew, contributing 234 homes across the bundle. The three projects respond to different urban and regional conditions, including brownfield redevelopment, older persons housing and local area plan led expansion. SHA’s role included early stage design, approvals, tender documentation and procurement support as technical advisor.

At East Wall Road, the proposal establishes a strong urban edge while creating a quieter south facing communal space to the rear. Shangan forms part of a wider masterplan for Dublin City Council lands in Ballymun, with older persons housing positioned for scale, access and proximity to facilities. Ardrew supports improved connectivity between communities in Athy and opens access to further local authority lands to the west.
